The world’s biggest earthquake in 14 years has put Japan, Russia and the entire US west coast on tsunami alert and sparked fear for millions as the first waves hit Russia and Japan.

The quake had a magnitude of 8.8 – the sixth-strongest ever measured.

The quake struck about 135 km (84 miles) east-southeast of Kamchatka, off the Russian coast, at around 7:24 p.m. Eastern Time. It is the biggest earthquake to hit since 2011, when a magnitude 9.1 quake struck northeastern Japan and left 19,747 people dead or missing.

Video footage showed buildings in Russia submerged in water after the first wave hit, with several people taken to hospital with various injuries. Russian authorities said at least one woman was injured after jumping out of a window.

The tsunami hit both Japan and Russia on Sunday evening (local time) while millions of Americans across Hawaii, Guam, California, Washington and Oregon were under varying levels of warning.

Hawaii’s governor has signed an emergency order ahead of the devastating tsunami. “Both the state and county Emergency Operations Centers are operating at full capacity,” said Gov. Josh Green as he urged residents to “take this warning seriously.”

“The Hawai‘i Emergency Management Agency issued an evacuation order earlier today for those in the tsunami evacuation zone. If you are in a coastal area, move inland to higher ground immediately. Do not wait,” he said.

Earlier, the US National Weather Service upgraded the threat level in Los Angeles from “Watch” to “Warning” amid fears of a tsunami hitting at 4am.

Heavy traffic was reported in Hawaii as tsunami sirens sounded and residents were warned to seek higher ground before the first waves were expected to hit. All commercial vessels in the Honolulu Harbor were ordered to evacuate.
